This volume presents most of what needs to be known in order to manage or to carry out an evaluation, using a standardised terminology in three languages (English, Spanish and French) that contributes towards the OECD Development Aid Committee's efforts at harmonisation (see p. 92). It offers complete, concrete and tested solutions to many common problems, including the most difficult ones, such as clarifying the intervention rationale, formulating evaluation questions, designing an option and analysing the impacts.
The volume consists of two main parts:
The process: object of the evaluation; timing; utilisation; players of the evaluation and their roles
On options: intervention strategy; evaluation questions (usefulness, feasibility, formulation); judgement references (criteria and indicators); methodological design; data collection and analysis; value judgement (conclusions, lessons and recommendations); and, finally, quality assurance
