In this paper Robert Chambers, Dean Karlan, Martin Ravallion and Patricia Rogers discuss specific methodological approaches to evaluating three hypothetical interventions - conditional cash transfer, infrastructure, and anti-corruption programme. This document formed part of the discussions at the 2009 Cairo Conference on ‘Perspectives on Impact Evaluation’ which aimed to work toward a consensus on impact evaluation design.
