  3. What is a Results/Performance Based Delivery System?

    This resource is an invited presentation to the European Parliament committee on regional development. It touches on the questions of what it means to have a results-oriented system; why this is important and what it involves; and how the EU Cohesion policy can move towards this. The presentation emphasises the fact that a results oriented approach is a new way of thinking and managing and necessarily involves placing the focus on outcomes rather than process in all aspects of management and planning. It discusses the appropriate use of indicators in a results-oriented system, while acknowledging their limitations and urging that effective results-orientation needs more than just indicators to be meaningful.

    Two weeks ago I posted a poll asking BetterEvaluation users to select 1-4 topics they consider most important for the Start Here landing page. On behalf of the BetterEvaluation team, I would like to thank everyone for providing their feedback. The information we have received is very useful and we will be mindful of this while reworking the Start Here section.

The volume sets out to challenge and question current thinking and assumption regarding operations assessment; expand thinking beyond military-centric activity; and encourage long term thinking and debate. The publication is made up of thirteen peer reviewed articles from within NATO and beyond.

Chances are you’ll see project document review, key information interviews, surveys of some kind, and perhaps group interviews with intended beneficiaries. These methods are all useful to help describe what has happened, the outcomes and the context in which change occurred.
