    Governments at all levels face competing demands for their scarce resources.  Although spending decisions can validly be made on political grounds alone, rigorous cost-benefit analysis of policies and programs can help ensure that Ministers are better informed of the relative social merits of different proposals.  Despite common misconceptions, economics -- and cost-benefit analysis in particular -- incorporates environmental, social and financial considerations.  It therefore addresses the costs and benefits to society as a whole, rather than just narrower financial aspects. Because there is no ‘cookbook’ or specific recipe for undertaking cost-benefit analysis, an understanding of its conceptual basis is essential for public servants who commission studies by their staff or from commercial consultants. This two-day executive workshop reviews the key concepts of cost-benefit analysis, as well as the various ‘tips and traps’ involved in conducting a study.
