On this occasion, SQEP wishes to invite the broad community of Quebec, Canada and international evaluators to be part of this event and thus take advantage of opportunities for learning, development, exchange and networking on key issues related to our community of practice.

    IAMR would like to kick off the New Year with a week full of learning, sharing and exchange of knowledge in the area of M&E. India although is very much concerned about the transparent system of monitoring as well as evaluating projects and programmes for their ultimate impact on the people and communities, the Country is yet to adopt a formal policy on Evaluation. There is a need to develop evaluation culture in the Country by involving not only the government but also the academia, the students, not-for profit (NGO) sector, the community as a whole. The event aims at bringing visibility to evaluations and a sense of develop professionalism among evaluation community.In addition to this, the event will aim to demystify and popularize(increase acceptance) evaluation among various stakeholders.   The event will address a number of current issues and bring out specific plan of action not only for India but for other countries as well.

    Nell’anno internazionale della valutazione, il tema dell’equità sociale è particolarmente sentito. La crisi economica globale e l’accrescersi delle disuguaglianza sociali nel mondo richiamano l’attenzione sulle politiche che mirano a garantire a tutti l’accesso al godimento dei diritti di base (alla vita, salute, istruzione) e a contrastare le disparità persistenti tra i gruppi sociali, i territori e i paesi nel mondo. Tuttavia, le politiche possono dar luogo a effetti avversi e generare nuove disuguaglianze. Talvolta, in presenza di leggi, regolamenti e prescrizioni contrari a qualsiasi forma di discriminazione sociale, etnica, di genere e di classe, si possono verificare e perpetuare iniquità che minano la libertà delle persone, le possibilità di sviluppo dei territori e il funzionamento efficiente e democratico delle istituzioni. Anche all’interno della “macchina“ amministrativa e dei processi organizzativi possono nascere disuguaglianze. In tali circostanze, la valutazione è chiamata ad intercettare gli esiti indesiderati e a contribuire al ripristino di condizioni di equità. La stessa valutazione non è immune da potenziali effetti iniqui: talvolta la selezione dei metodi (quantitativi e qualitativi) e degli approcci (controfattuale, theory-based, costi-benefici, partecipativi) può essere influenzata da dinamiche di potere e da conflitti valoriali che caratterizzano la produzione di conoscenza valutativa e le conclusioni e i giudizi che ne derivano.

Moreover, on the occasion of the 25th anniversary of the Parliamentary Control of the Administration – the evaluation service of the Swiss Parliament – we will address the question of the institutional independence of evaluation services. We will also look at the bigger picture, examining the status of the independence of evaluation in Switzerland in an international perspective.
