  1. C4D Hub: Develop an M&E Framework

    Development Theme

    What is it?

A Monitoring and Evaluation Framework outlines the overall RM&E plan for monitoring and evaluating across an entire program, or across different programs. It should specify the monitoring strategies, any studies, reviews or evaluations to do done, with details about data sources, timing, management processes, as well as an overall program theory/logic model.

  2. Impact evaluation

    Development Theme

An impact evaluation provides information about the impacts produced by an intervention - positive and negative, intended and unintended, direct and indirect. This means that an impact evaluation must establish what has been the cause of observed changes (in this case ‘impacts’) referred to as causal attribution (also referred to as causal inference).

  5. C4D Hub: Check the results support causal attribution (strategy 2)

  6. C4D Hub: Compare results to a counterfactual (strategy 1)

    Development Theme

    What is it?

One of the ways of understanding causes (i.e. the extent to which an intervention caused outcomes) is to compare the observed results to those you would expect if the intervention had not been implemented - this is known as the 'counterfactual'. There are three broad options for creating a counterfactual. These are:

  7. Evaluating Capacity Development Results

    Development Theme

Unlike programs supporting health, livelihoods, and other impact areas, capacity development does not have stand-alone outcomes. Instead, capacity development supports a diverse set of goals in different sectors, at different levels, through different activities. Capacity development consequently presents multiple monitoring and evaluation opportunities and challenges for practitioners.  Some important issues surrounding capacity development and evaluation are:

  8. Monitoring and Evaluation for Impact Investing

Impact investment aims to create positive social change alongside financial returns, thereby creating blended value. Impact investments differ from earlier forms of socially aligned or socially responsible investments in that the intention behind the impact investment is to have a positive effect on society as opposed to merely avoiding negative effects (Flynn, Young, & Barnett, 2015 p.11). Assessing the intended and actual blended value created is an important part of impact investing.

  9. C4D Hub: Develop Planning Documents (Evaluation Plans and M&E Frameworks)

    Development Theme

    What is it?

To undertake this task you need to bring together all the decisions made (manage, define, frame) and develop the documents that reflect these decisions.

This task covers two types of planning documents:

  10. Evaluating the Performance of an Organisation

    Development Theme

An organisational assessment is a systematic process for obtaining valid information about the performance of an organisation and the factors that affect performance.  It differs from other types of evaluations because the assessment focuses on the organisation as the primary unit of analysis.
