  1. 2013 Spring Report of the Auditor General of Canada: Chapter 1—Status Report on Evaluating the Effectiveness of Programs

    This report presents the results of a performance audit conducted by the Office of the Auditor General of Canada. Following the issue by the Treasury Board of a new Policy on Evaluation in 2009, which had the purpose of strengthening the evaluation function in departments and agencies, this Chapter 1 of this report looks at the progress in implementing these recommendations that has been made by Agricultural and Agri-Food Canada, Fisheries and Oceans Canada, Human Resources and Skills Development Canada, and the Treasury Board of Canada Secretariat.

    A control group is an untreated research sample against which all other groups or samples in the research is compared. A control group is constructed to produce an estimate of the counter-factual, that is,  what would have happened if an intervention had not been implemented. A control group is constructed by randomly assigning people to either the control group or to one or more "treatment" groups.

    A Monitoring and Evaluation Framework outlines the overall RM&E plan for monitoring and evaluating across an entire program, or across different programs. It should specify the monitoring strategies, any studies, reviews or evaluations to do done, with details about data sources, timing, management processes, as well as an overall program theory/logic model.

  9. C4D Hub: Develop program theory or logic model

    What is it?

    A program theory or logic model explains how the activities of an intervention are understood to contribute to a chain of results (short-term outputs, medium-term outcomes) that produce ultimate intended or actual impacts. It can be shown in the form inputs->processes->outputs ->outcomes -> impacts but sometimes other forms are more useful.
