Bob Picciotto is a former Director General of the Independent Evaluation Group which oversees evaluation in the International Finance Corporation, an agency dedicated to the promotion of private sector development in developing countries. In this guest blog, he argues that the ethical investment community has much to learn from the Objectives-Based Evaluation (OBE) approach used by the multilateral development banks: OBE rates social and environmental sustainability performance as well as economic and financial returns.

Self-evaluation using the framework

I've been looking for a site like this for years! 

Do you have any plans to convert the framework to a professional development continuum in the sense that evaluators, both novice and experts alike, would be able to evaluate their own ability to apply the framework?

In Aoteoroa New Zealand the use of rubrics has been adopted across a number of institutions to help ensure there is transparent and clear assessment which respects and includes diverse lines of evidence in evaluation. This case, written as part of the BetterEvaluation writeshop process, discusses how the use of rubrics was helpful throughout all stages of an evaluation of the First-time Principals’ Induction Programme.

Rubrics

A rubric is a framework that sets out criteria and standards for different levels of performance and describes what performance would look like at each level.  Rubrics have often been used in education for grading student work, and in recent years have been applied in evaluation to make transparent the process of synthesising evidence into an overall evaluative judgement.
