A collaboration is involved in designing the evaluation, which might involve an implementing agency, an evaluation team and/or a community working together.
Examples
In the QuIP approach, the evaluation team and the commissioning agency jointly develop the QuIP study, including agreeing on sampling size, selection strategy, mix of data collection tools and specification of outcome domains through which to design interview and focus group schedules. An important responsibility of the commissioning agency is to furnish lists of stakeholders affected by an intervention from which people will be selected for interview.
