An upfront evaluation design is done before or near the beginning of the evaluation and then implemented as designed or as revised at the end of the inception period.
The evaluation design might be developed and included in the terms of reference for an evaluation (when it is a commissioner-led design) or as part of a proposal submitted by an evaluator or evaluation team (when it is an evaluator-led evaluation design).
The upfront evaluation design might be revised as part of contractual negotiations at the beginning of the evaluation, or as part of a formal inception report which assesses the feasibility and appropriateness of the proposed design.
