The voice of the farmer in agricultural extension

This paper analyses ten beneficiary assessments conducted by the World Bank of agricultural extension programs.

"This paper is divided into two parts. The first part reviews the ten completed beneficiary assessments of agricultural extension programs in Africa. The second part examines the potential, as assessed by both Bank and host-country managers of agricultural extension programs, for institutionalizing this monitoring and evaluation approach into most or all agricultural extension projects. Part one was carried out by a documentation review; part two is the result of in-depth interviews with project managers, both in-country and in the Bank." (Salmen, 1999)
