Building Blocks of Effective National Monitoring and Evaluation Systems

This self-paced online course aims to support individuals working in government to strengthen their knowledge and understanding of national monitoring and evaluation (M&E) systems and their role in evidence-based decision-making. Through videos, exercises, and case studies, participants will learn how M&E can support better planning, budgeting, and policy implementation. 

The course brings together knowledge and expertise from the Global Evaluation Initiative (GEI), a global network of partners supporting developing countries in strengthening their M&E systems, together with several leading experts from the Global South. 

The course is structured around five modules:

  • Module 1 - Navigating Policy Challenges: The Role of M&E
  • Module 2 - The Importance of Evidence-Based Policy-Making
  • Module 3 - M&E System Components
  • Module 4 - Facilitating the Use of M&E Evidence
  • Module 5 - Developing National M&E Systems

After taking the course, participants will be able to:

  • Explain the role of monitoring and evaluation in evidence-informed decision-making
  • Understand what a national M&E system consists of
  • Analyze how national M&E systems connect to other public sector processes
  • Understand how M&E feeds into policy, planning, and budgeting
  • Know the key stages in developing an M&E system, including doing a monitoring and evaluation systems analysis (MESA)

The course is available in English, Arabic, French, Portuguese, Russian, and Spanish. Participants who achieve a score of 90% or higher will receive a certificate of completion.
