This journal article provides an in-depth reflection on the development of evaluation standards and guidelines for the Government of Prince Edward Island (PEI).
It aims to serve as a practical example for evaluation practitioners and policymakers in other jurisdictions.
The article describes the process of developing evaluation standards and guidelines in the context of government and the benefits of a systematic development process: Identify, Consult, Study, Consensus, External Review, and Endorsement.
The article provides a description of each step associated with the policy development process and includes commentary on the importance of evaluation communities of practice as well as evaluation “champions”.
The article concludes that the benefit of developing evaluation standards and guidelines is two-fold: A new resource is added to the government’s evaluation toolkit, and the development process provides an opportunity for capacity and interdepartmental community building.
The appendix includes a detailed list of evaluation guidelines in other jurisdictions, organised by policy domain.
This resource is valuable for evaluators and policymakers interested in institutionalising evaluation standards and building evaluation capacity within governmental or organisational contexts.
