The Equitable Evaluation Framework™

The Equitable Evaluation Framework™ (EEF) offers a structured approach to integrating equity into evaluations.

By addressing entrenched assumptions, promoting inclusive mindsets, and focusing on systemic inequities, it equips evaluators to conduct culturally relevant, equity-driven evaluations.

The Equitable Evaluation Framework™ (EEF), developed by the Equitable Evaluation Initiative, is a tool designed to challenge traditional evaluation practices, particularly those that reinforce inequities within the philanthropic sector. This framework promotes alignment of evaluation practices with equity principles, urging organisations, evaluators, and funders to reconsider how success and validity are defined. By encouraging reflection, intentionality, and shared learning, the EEF provides a pathway for equity-focused evaluations. Its relevance for monitoring and evaluation (M&E) practitioners, particularly those in fragile and conflict-affected (FCV) contexts, lies in its emphasis on inclusive and contextually aware evaluation approaches that address systemic inequities and incorporate diverse perspectives.

Key features

The EEF consists of five key elements that facilitate the integration of equity into evaluation processes:

  • Principles: EEF is guided by three primary principles, which are critical for embedding equity into evaluation practices:
    1. Evaluation should advance equity;
    2. Evaluations should reflect equity values;
    3. Evaluations should address systemic inequities.
  • Orthodoxies: Challenges to entrenched beliefs that limit progress towards equity, such as assumptions about objectivity, resource allocation, and conventional notions of expertise.
  • Mindsets: Encourages a shift in ten specific mindsets to foster a more equitable approach to evaluation.
  • Tensions: Outlines six inherent challenges that evaluators and organizations must navigate.
  • Sticking points: Highlights moments where progress stalls, providing opportunities for reflection and deeper engagement, particularly around issues of vulnerability, trust, and power dynamics.

How would you use the resource?

M&E practitioners, particularly those in the philanthropic and nonprofit sectors, can use this resource to transform their evaluative practices by embedding equity considerations into every stage of their work. It is useful for designing evaluations that not only assess program outcomes but also examine systemic inequities and their impact on different populations. The guide’s practical tools—such as the examination of orthodoxies and the identification of sticking points—help practitioners anticipate challenges and make adjustments to ensure evaluations remain aligned with equity goals.

Why are we recommending it?

This resource is valuable for its holistic approach to reconceptualizing evaluation practices through the lens of equity. Its focus on challenging entrenched norms and fostering inclusivity aligns well with the needs of evaluations in FCV contexts, where power imbalances and systemic inequities are often amplified.
