This manual from the Swedish International Development Cooperation Agency (SIDA) is aimed at supporting staff in conducting evaluations of development interventions.
Excerpt
"This is a manual for evaluation of development interventions. It is intended primarily for Sida staff, but may also be useful to Sida’s co-operation partners and independent evaluators engaged to evaluate activities supported by Sida.
It consists of two main parts. The first deals with the concept of evaluation, roles and relationships in evaluation, and the evaluation criteria and standards of performance employed in development co-operation. The second is a step-by-step guide for Sida programme officers and others involved in the management of evaluations initiated by Sida or its partners." (Molund & Schill 2007)
