Transforming Tanzania's monitoring and evaluation systems for lasting change

This example shows how one national government strengthened its M & E systems. The Tanzanian government worked with the Centre for Learning on Evaluation and Results for Anglophone Africa (CLEAR-AA), each organisation committing to a long-term collaboration to build an M&E system through co-creation and technical assistance.

Key steps in the process were:

  1. Undertaking a Monitoring and Evaluation Systems Analysis (MESA) to identify existing processes and resources, strengths and gaps.

  2. Establishing a Performance Monitoring and Evaluation Division within the Prime Minister’s Office to coordinate M&E across the government.

  3. Drafting a national evaluation manual and plan.

  4. Conducting capacity-building workshops for government officials to develop practical M&E skills.

An early win of this program was the government-led evaluation of Agricultural Sector Development Programme Phase Two (ASDP II).
