This volume presents most of what needs to be known to manage or carry out an evaluation, using standardised terminology in three languages (English, Spanish and French) that contribute toward the OECD Development Aid Committee's efforts at harmonisation (see p. 92).
The volume consists of two main parts:
- The process: the object of the evaluation; timing; utilisation; players of the evaluation and their roles
- On methods: intervention strategy; evaluation questions (usefulness, feasibility, formulation); judgement references (criteria and indicators); methodological design; data collection and analysis; value judgement (conclusions, lessons and recommendations); and, finally, quality assurance
