This book, written by Anne Markiewicz and Ian Patrick, offers a step-by-step guide to developing a monitoring and evaluation framework.
The approach it presents is both theory and practice-led, and is designed to provide clear and practical advice in a participatory, logical, systematic, and integrated way. It uses a central case study throughout the book to illustrate the key concepts presents, accompanied by a range of examples drawn from the authors' combined 40 years of evaluation practice. The text includes end-of-chapter review questions and a summary checklist, and is complemented by the downloadable monitoring and evaluation framework template.

Authors and their affiliation
This book provides clear, step-by-step guidance on how to develop a monitoring and evaluation framework in a participatory, logical, systematic, and integrated way. The authors outline the key stages and steps involved, including:
- scoping the framework
- identifying planned results
- using program theory and program logic
- developing evaluation questions
- identifying processes for on-going data analysis and learning
- and implementing the framework.
The authors draw on their extensive years of experience in developing monitoring and evaluation frameworks to provide examples of good practice that inform organizational learning and decision making, while offering tips and guidelines that can be used to address common pitfalls.
The book is accompanied by a downloadable template for developing an M&E Framework which can be found in Resources above.
How have you used or intend on using this resource?
We wrote the book to be used as a resource for those developing monitoring and evaluation frameworks. The model outlined in the book is based on our combined 40 years of practice in monitoring and evaluation, and so while we have not used the book per se, the approach and model embodied within the book have been used extensively in our work over the past 20 years. We also draw on the book in teaching and capacity strengthening.
Why would you recommend it to other people?
The development of a monitoring and Evaluation Framework is important, as this document embodies the up-front thinking and planning that is required to determine exactly what will be monitored and evaluated and how often these activities will take place, and who will be responsible for what functions. The Monitoring and Evaluation Framework also outlines how the information will be collected, analysed and reported and used to guide program focus, priority-setting and future directions
This book was developed to make the process of developing an M&E framework simpler. It provides a useful step by step guide to developing a monitoring and evaluation framework for a program and covers both theoretical and practical aspects to doing so. It also comes with a number of templates that can be downloaded in word format.
