The resource, developed by the Health Policy Project, is a self-assessment tool designed to align with an organization's mission concerning health policy, though the tool is useful more broadly outside the health sector.
The guide can be used to facilitate a participatory capacity assessment process that helps establish a baseline of organizational capacity, promotes dialogue and learning, and informs the development of a capacity-strengthening plan.
This process enables staff and stakeholders to discuss the organization's operations, strengths, and challenges in health policy-related work.
The guide is complemented by a Capacity Indicators Catalog, which outlines essential competencies for technical policy areas, and an OCA Results Spreadsheet, which generates an electronic report and visual representations of the assessment using a participatory scoring system.
The tool addresses the following areas:
- Accountability Systems
- Advocacy
- Data Analysis and Use
- Gender
- Health Financing
- Implementation Barriers
- Knowledge Translation
- Monitoring and Evaluation
- Multisectoral Collaboration
- Networking and Coalition Building
- Policy Analysis
- Policy Dialogue
- Policy Monitoring
- Poverty
- Stigma and Discrimination
- Strategy Development
